江北机场部分跑道端头RVR降低对离港的影响

Impact of RVR Reduction at Partial Runway Ends on Departure at Jiangbei Airport

  • 摘要: 选取重庆江北机场2023—2024年自动气象观测系统数据,结合同时间段各端头航班离港数据,研究该机场部分端头跑道视程(Runway Visual Range,RVR)低值分布特征,评估部分端头RVR低值在民航局新标准下对机场离港运行效率的影响。结果表明:三跑道作为起飞主力跑道,03端RVR低值最为严重,低值日数和次数分别达到203 d和218次,持续时间长达79.5 h,这三者在所有跑道中的占比均位居第一;03端在秋季出现部分雾的次数最多,夏、春季次之,冬季最少;不同的运行模式下,三跑道稳居主力起飞跑道之首,而三跑道的03端起飞运行时长与承载架次均为同跑道21端的3倍左右;在仅03端出现低RVR时,按顺序优先选择S311、S313与S133(若顺风超标,则选择N311、N311与 N133)三种模式,保障部分执行两段控制RVR的航司在三跑道执行起飞,且三跑道无法起飞的航班可滑行至二跑道起飞,避免跑道穿越和航空器避让。

     

    Abstract: Based on the Automatic Weather Observation System (AWOS) data from Chongqing Jiangbei Airport (2023—2024) and the corresponding flight departure data from various runway ends, the distribution characteristics of low Runway Visual Range (RVR) values at specific runway ends was examined, and the impact of low RVR values under the new Civil Aviation Administration standards on airport departure operational efficiency was evaluated. The results indicate that the most severe low RVR conditions occurred at End 03 of the Third Runway, which serves as the main take-off runway. The number of days and occurrences of low RVR reached 203 days and 218 times, respectively, with a total duration of 79.5 hours, ranking first among all runways in all three metrics. The frequency of partial fog at End 03 was highest in autumn, followed by summer and spring, and lowest in winter. Under different operational modes, the Third Runway consistently remained the primary departure runway. The operational duration and number of departures from End 03 were approximately three times those of End 21 on the same runway. When low RVR occurs only at End 03, operational modes S311, S313, and S133 are prioritized in sequence (or N311, N313, and N133 if tailwind limits are exceeded). This ensures that airlines requiring dual-segment RVR control can perform takeoffs from the Third Runway. Additionally, flights unable to depart from the Third Runway can taxi to the Second Runway for takeoff, thereby avoiding runway crossings and aircraft conflicts.
